3) Eligible Properties:
Single family homes within the City of Columbia corporate city limits. Home must be at least 10 years of age unless located in Edgewood Place or Randal Spalding redevelopment areas.
4) Interest Rate:
Blended rate is approximately 1% below current market rates. (NO PMI)
5) Contract Requirement:
All contracts must include the following:
A) "All loose, flaking or peeling paint, inside and outside, will be repaired prior to closing."
B) Allow at least 45 days from contract date to date of closing.
C) Purchasers must pay prepaid items.
6) Other Features:
A) Applicants MUST receive both
i) Credit counseling prior to writing a contract.
ii) Home-ownership Training provided by the City.
B) Must be a first time homeowner or cannot have owned a home in the last 3 years.
C) Property MUST be owner-occupied as long as the City holds the mortgage.

Is every lender in Columbia a participating lenders or is there something you have to do with the City of Columbia?
You have to be approved with the City of Columbia. I know BOA and several lenders are eligible.
